Scotland can end all forms of homelessness by 2040 – we just need a bold commitment and the political will to act.
By doing this, we can create a country where everyone has a safe and stable home. A society that’s thriving because we can all take better care of our health, relationships and work. We can end homelessness for good.
Scotland already has a plan to deliver enough housing for everyone by 2040, but that alone will not be enough to end homelessness. We need to combine plans to build enough houses with changes to public services, so that people at risk of homelessness get the help they need, when they need it. Over three parliaments, we can put in place the measures needed to end homelessness by 2040, and make sure it doesn’t come back.
By basing that commitment in law, we can make sure it stands the test of time, so that future governments keep working to deliver.
Homelessness can be ended in Scotland by 2040 by:
Expanding social housing in Scotland is essential to tackling the housing emergency and preventing homelessness. A lack of secure, affordable homes in Scotland forces many people into temporary accommodation, overcrowded homes or unsafe living conditions.
Increasing the supply of social homes would provide stability for families, reduce pressure on local services and help keep rents at sustainable levels.
To end homelessness in Scotland by 2040, we need to build over 15,000 genuinely affordable homes each year for the next five years. But ending homelessness is not just about housing supply. It also means preventing homelessness wherever possible and making sure people have the right support to stay in their homes.
We are calling for more ambition and a clear roadmap to end homelessness in Scotland by 2040. Our interviews with party leaders have found that every political party on Scotland agrees that homelessness must be ended. While there are different views on how this can be done, that political will is essential to ending homelessness for good. We will need quick action and cross-party collaboration if this is to become a reality by 2040.
